White House Announces Government Worker Job Cuts as Shutdown Approaches Three-Week Mark

The White House confirmed the start of federal worker terminations on Friday, following through on prior threats in response to the ongoing US government shutdown, which is now poised to stretch into its third consecutive week.

Official Announcement and Early Information

The director of the White House budget office wrote on social media that “reductions in force have begun,” referring to the official procedure for letting employees go.

While the official provided no details on which agencies were affected, a representative from the Treasury Department stated that layoff warnings had been distributed within that department. Additionally, a Department of Homeland Security representative indicated that staff reductions would take place at the CISA. Also, a labor organization representing federal workers announced that members at the Department of Education would be affected by the reduction in force.

Union Response and Court Actions

Labor representatives cautions that the terminations would have “severe consequences” on services used by the public and vowed to challenge the actions in the legal system.

“It is disgraceful that the government has used the funding lapse as an pretext to wrongfully terminate thousands of workers who deliver essential functions to the public nationwide,” said Everett Kelley, who leads the American Federation of Government Employees.

The largest labor federation in the US reacted to the announcement, saying, “America’s unions will see you in court.”

Legislative Impasse and Budget Dispute

Lawmakers from the Democratic party have declined to vote for a Republican-backed bill to restore funding unless it contains healthcare-centered concessions. Following repeated failed attempts, the Senate’s Republican leaders have put the chamber in recess until the following week, indicating the standoff is not expected to be resolved before then.

During a media briefing, the Republican House speaker, the speaker, blasted opposition lawmakers for not supporting the GOP bill, which passed in the House on a near party-line vote.

“This is the last paycheck that government employees will see until opposition leaders decide to do their job and end the shutdown,” the speaker stated. Beginning shortly, American service members, who often live paycheck to paycheck, are going to miss a full paycheck.”

Legal and Operational Constraints

Previously, unions sought a court injunction to block the administration from implementing any layoffs during the shutdown. Moreover, a court official ordered the administration to provide specifics on termination strategies, impacted departments, and if any government staff had been brought back to carry out staff reductions.

An analysis argued that a funding lapse limits the ability of the government to carry out firings, citing guidance that admitted any permanent layoffs need to have been started prior to the funding expired.

Consequences for Employees

The layoffs took place on the same day that federal workers received only a partial paycheck for the end of September but not the beginning of October, since funding lapsed at the beginning of the period.

Max Stier, the head of the non-profit Partnership for Public Service, condemned the gridlock’s effect on federal employees.

“It is wrong to make government staff suffer because our leaders in the legislature and the administration have not succeeded to keep our federal operations running,” Stier stated. The flight regulators, veterans’ healthcare providers, wildland firefighters and food inspectors are not responsible for this government shutdown.”

The irony is that members of Congress and top administration officials are continuing to be paid during the shutdown.
